MESSAGE FROM THE CHAIRMAN

 

It does not seem like 5 minutes since I was asked to say a few words for this edition of our Newsletter.

 

Conference has come and gone once again.  As some of you may have seen on the website, Cathie and I attended as your delegates in Scarborough.  There will be a full report later on in this issue.  One notable event happened at the end of Conference – one of our Branch members, John Hawthornthwaite, was invested with the chains of National Chairman.  I have already sent him a letter of congratulations on your behalf. Next Conference will be held in Torquay, and because of the distance involved, Cathie and I will not be able to attend.  It is 1330 miles return!  So I am asking for volunteers for someone to go as our delegate(s).  It does not have to be a Committee member.  If you are able, please let me or the Secretary know.

 

Some of you may have heard rumours that we are to combine our Remembrance tide activities with that of the new Defence College Loughborough, situated at the old Garats Hay site.  I can assure you that Garats HaY Branch of The Royal British Legion will continue to hold our Service and Parade at St Mary’s in the Elms as long as they are able to accommodate us.  It may be that, in the future, we could hold a social event in conjunction with the College AFTER the parade, but that is something for the future.

 

Terry Whittles is to be congratulated for his sterling work with the National Branches.  For your information, a sixth National Branch, the All Arms Veterans Motorcycle Club, has just been formed.  We are in the throes of forming a District of National Branches, and Terry has been the leading light in this venture.  We shall be hearing more from him in the future.

 

Once again, an old chestnut – committee posts.  We are always on the lookout for new blood.  Last year we were fortunate in receiving two volunteers on the committee – Dave Street and Ted Roberts.  If anyone would like to fill one of the posts, just let the Secretary have your names.  It is not onerous work.  We have just had our first electronic committee meeting and it passed off successfully.  Please support us.

SECRETARY’S CORNER

It did feel a little strange this year not to be organising a summer meeting, but life is such that we must adjust. Hopefully the attendance at our AGM and Remembrance Weekend will be a little higher, as it will now be the only chance for us to meet up together, formally and socially.

 

We still continue to increase in numbers, but unfortunately equally we continue to lose members. This is not by chosen resignation - a look at the “Last Post” will see our latest colleagues who have passed on to the Branch in the sky. Our thoughts are as always with their families and friends.

 

For those who keep an interest in Garats Hay and the old site adjacent to Beaumanor Hall, the building work continues at a pace. The new Sixth Form Defence College, Loughborough (as it will be known) is taking shape, and the build appears to be massively bigger than the old camp. This should be up and functioning by September 2005. It is hoped that some form of social get-together will take place, once everything is completed and the College is functioning. It has been mentioned that perhaps we could meet up together after our respective Remembrance Service. Theirs on the College Campus, and ours at St. Mary’s-in-the-Elms at Woodhouse. Maybe a Curry Lunch – who knows!!

 

Talking of Remembrance Weekend. This is now arranged for 13/14 November 2004. The timetable and locations is the same as for last year. Saturday 13th will be at the Ramada Jarvis Hotel on High Street, Loughborough. Whilst the Committee will meet in the morning, your Annual General Meeting will commence at 1400 hrs in the Boardroom. This will be followed by our Annual Dinner in the evening, 1930 hrs for 2000 hrs. Sunday 14th will see us move to St. Mary’s-in-the-Elms for our Remembrance Service, and I suggest we aim to arrive for around 1030 hrs.

 

It is my aim to organise a Sunday Lunch at the Quality Hotel, Ashby Road, Loughborough, 1230 hrs for 1300 hrs. These arrangements appeared to be very successful last year, so hopefully this year will be the same. Please complete the return slip at the end of the Newsletter and return to me by Monday 1st November 2004.  

 

Members will be required to pay for the Annual Dinner and Sunday Lunch at the time. The cost of the Dinner has again been “pegged” back for us at £17.00 per person. Sunday Lunch will be between £8.00 to £10.00 for three courses.  A number of Rooms at the Ramada Jarvis have been reserved for us at a cost of £29.00 Bed and Full English Breakfast per person. These need to be booked early. Please quote “Garats Hay TRBL” when booking.

 

I do hope you will take the time to support your Branch and make this year’s AGM one to remember. Equally, should you wish, there are still vacancies on the Committee, and also a Branch Delegate(s) is required to attend TRBL National Conference at Torquay next year!!

REPORT ON THE ROYAL BRITISH LEGION ANNUAL CONFERENCE 2004

 

HELD AT THE SPA COMPLEX, SOUTH BAY, SCARBOROUGH, 29 - 31 May 2004

Summary of Addresses to Conference

National President,  Lt Gen Sir Roderick Cordy-Simpson KBE, CB

The President gave details of the message that he had sent to H.M. The Queen on behalf of the Legion, and also the reply from Buckingham Palace.

Sir Roderick spoke about his disappointment in the decline in membership numbers and stated that we must stop this decline.  He did praise the work of the Associate members..  He also spoke of Gift Aid and the advantages to the legion.

He leaves us with two challenges:

1.   Find new members

 

2.   Convince the public of the need for support after the 60th Anniversary of D-Day

 

The President received a Standing Ovation.

 

National Chairman, Mr Ian Cannell, MBE, FRICS, MIPR

The Chairman started with instructions to delegates when he said that sometimes delegates represented Branches without these Branches being aware of the fact.  Measures had been taken to stop this.  It also appeared that County or other formations had told some delegates how to vote on Motions or Charter Motions.  This was contrary to democratic process and the only organisation to tell a delegate how to vote is the nominating Branch.  Should the delegate not follow these instructions and vote with his or her conscience, the delegate should explain later to the Branch. 

Mr Cannell had travelled extensively during the last year to places as far-flung as Burma and Libya.  He praised the volunteers for their sterling work.

Since 1997 the Legion has been involved in the National Curriculum in schools, and this should ensure that the youngsters of today were aware of the works of the Legion..  He gave a report on the current standing of the national Memorial Arboretum.

When talking about the future of HQ at Pall Mall, he said that there were two options - 1) Refurbish and move back from temporary premises or 2) Sell the present HQ and move into a new HQ.  The latter was the preferred option.

Because of it's importance, the Chairman stated his intention of proposing Charter Motion 4 himself.

The Bucket collection on behalf of the Poppy Appeal at last year's Conference realised the magnificent sum of £2289 including Gift Aid enhancements.

 

The Chairman-Elect, John Hawthornthwaite, was elected unopposed.

Peter Cleminson was elected as the new Vice Chairman.

Both gentlemen thanked conference for their support. 

 Secretary General - I G Townsend

The Secretary general presented the Corporate Plan and stated that the turnover for 2003 was £65.3 million, and that this figure places us in the top 25 of 180,000 charities.  At present there are 4328 Branches, including Women's Sections and Overseas Branches. 

General Treasurer - Mr J A Tedder

The Treasurer explained the 2003 Accounts, and one interesting fact came to light - 7½% of the net Poppy Appeal monies are paid to the Officers' Association under an agreement drawn up in 1921.

An address was made by Mrs Barbara Frankland, the newly appointed Chairman.

 

 

National Chairman, Royal British Legion (Scotland)

Mr Eric Munro, the newly appointed Nation Chairman of TRBL (Scotland) addressed Conference, shortly after having been elected National Chairman in Perth.

 

Dominion President, Royal Canadian Legion.

An address was given by Alan Parks from Prince Edward Island who had risen through the ranks to become the Dominion President on the death of his predecessor in 2002.    Mr Park is not an ex-Serviceman, and is the equivalent of our Associate Member.  The Royal Canadian Legion has approximately 400,000 Members.

 

CHARTER MOTIONS

(Charter Motions are worded to show all changes to all appropriate paragraphs in the Charter – most of these have been removed to save space)

1.   This Conference agrees that a new class of Membership be introduced for Ordinary and Associate Members to be known as "Members" and that the Rules be altered as set out in Addendum 1, notwithstanding that the Beneficiaries of the Legion shall remain the same as defined by Article 2 of the Royal Charter        

 

NB  If Charter Motion 1 is carried 5 falls automatically

         2.      Page 10, delete Rule 23 and substitute:

 

 

'Each Branch is entitled to send 1 delegate to the Annual Conference.  Any Branch with a total of more than 200 Ordinary and Life                      Members may send a second delegate.  Any Branch with over 400 such Members may send a third delegate.'

5.     This Conference agrees that a new class of Membership be introduced to replace ‘Ordinary Members’ with a new class of member to be called a ‘Full Member’ and therefore approves the necessary changes to the Rules in the First Schedule to the Royal Charter:

This Conference urges the National Council to make representations to HM Government to retain the current

 

standard of proof applied to War Pensions awards, that of reasonable doubt as opposed to balance of probabilities. Carried.

 

      2.

This Conference requests that the national Council makes representations to HM Government to disregard

 

all War Pensions and War Widows Pensions in Pension Credit calculations. Carried. 

GROUP "B" - REMEMBRANCE, FUNDRAISING AND PUBLICITY

    3. *

This Conference urges the national Council to take all possible steps to ensure that Remembrance activities,

 

at national and local level, continue after 2005, having regard to recent speculation in the national press. Carried.

 

     4. *

This Conference calls upon the National Council to take measures to increase public awareness of the

 

availability of Legion assistance to dependants and families of regular or reserve Service personnel deployed away from home on operations, particularly where no local main base support is available. Carried.

 

GROUP "C" - WELFARE AND RESETTLEMENT

       5.

This Conference calls on the National Council, as a matter of urgency, to look at providing a material and

 

recovery service based on a help line for users of electric powered vehicles supplied by the Legion. Carried.

 

 

        6.

This Conference requests the National Council to provide "Welfare Break Centre" facilities in Eastern England. Carried.

 

       

 

       7.

This Conference whilst welcoming the closer co-operation between the Legion and SSAFA Forces Help

 

urges the National Council to ensure that SSAFA Forces Help implements in full the spirit of the Working Accord between the Legion and SSAFA Forces Help

       8.

This Conference strongly urges the national Council to suspend all further co-operation with SSAFA Forces Help and Age Concern Espana, a

 

non-Service Charity for SSAFA Forces Help to pay Age Concern Espana to recruit, train and administer Welfare Caseworkers on behalf of SSAFA Forces Help Mijas Costa, District South Spain

        9.

This Conference asks the National Council to ensure that Benevolent Fund money is used to meet direct welfare costs only Carried.

 

 

 

 

GROUP "D" - GENERAL (INTERNAL)

        10.

This Conference requests that a working party, consisting of County representatives and National Council members, be formed to consider the National Council's policy on bequests to Branches and if appropriate recommend changes to that policy for consideration by the national Council.

 

Carried.

 

 

 

        11.

This Conference requests the National Council to seek the permission of the Charity Commissioners to allow a proportion of rent for properties owned by National and Branch Trustees to be paid into a fund created to provide for the upkeep and development of the said properties.

 

 

 

Tom Buckley made a statement on behalf of the national Council and said that the Charity Commissioners were against the use of charitable monies for such a use.

         12.*

This Conference confirms the right of a Branch, under Article 4(g) of The Royal Charter, to give financial assistance to any ex-Service charity sharing one or more of its objects and using the donation to further those objects.

        13.

This Conference resolves that the Annual Affiliation Fee for Ordinary and Associate Members be increased from £10 per annum to £10.50

 

14. This Conference urges the national Council to introduce one year's free Membership to those Service personnel who are about to leave the Armed Forces.

15. This Conference requests the National Council to set up a system of allowing non-affiliated Club Members who are Branch Members to purchase a Club sticker for their membership cards thereby helping those branches to keep their Legion Members.

16. This conference requests that when the Legion holds any National event the Welsh National flag shall be flown alongside the Union Flag.
  Lost.

 

17 This Conference recommends that the Trustees consider changing the rules regarding legacies to Branches so that the first £5000 of any legacy left to a named Branch goes to that Branch and that the balance of any legacy in excess of £5000 is directed for the attention of the Trustees appointed by the Legion.

18.

This Conference requests the National Council to consider the election of delegates, by Branches, at County/District Conferences to represent those Counties/Districts at Annual Conference on a proportional basis according to the Membership strengths of the Counties/Districts concerned.

This Conference requests that 10% of the Annual Affiliation Fee be credited back to each Member's Branch.

GROUP "E" - GENERAL (EXTERNAL)

        20.

This Conference requests the National Council to campaign for an official Government funded National Service Medal.

        21.

This Conference requests the National Council to ask HM Government to restore the link in annual inflation on pensions, particularly for ex-Service persons, in all non-index linked Countries, to be equal to those Countries that are linked to the index.

        22.

This Conference views with concern the increasing number of incidents of theft from poppy Appeal Collections, and violence or threat of violence against supporters of the Poppy Appeal.

 

Carried.

 

 

The Bucket Collection in aid of the Poppy Appeal this year amounted to £1915.79, being £1773.07 in cash and £509.70 to be received through Gift Aid donations. 

Cups and Awards were presented by the national President.  The winner of the Jellicoe Cup this year was Newton Stewart, Northern Ireland District. (Members should be aware that we were considered for this Cup this year).

The National Standard and National Junior Standard were presented to their new recipients.

Three cyclists arrived at Conference, having cycled from Bielefeld in Germany, and raising in excess of £3000.

Another cyclist, Jim Cottier, cycled from the Isle of Man to Conference, raising £1500.

Another stalwart of the Fundraising scene, Colin Northridge roller bladed from York to Scarborough, and raised £3000.

Mary Ely (6 August 2004) Acquaintances of her father Harry Ely Harry was a special wireless operator who served in 101 SWS, 9 SWS and 2 SWS (1940 to 1945). He trained at Beaumanor and from there to the end of the war passed through Ossett, Trowbridge, Heliopolis,  Tunis, Constantine, Baserta, Sicily and Italy. After that he was in Malta (late 45/46) in Rabat.  He can't remember exactly when he served at Beaumanor so any help would be appreciated.
Alfred Allan (Bix) Ludlam     (5 July 2004) Pilot Officer Tony Fry Born 1920 and served in Special Missions in Burma 'on the key'.  With Tony he set up the first RAF mobile signals unit 5762 in 1942 working out of Feni.  They travelled with the 12th Gurkhas up to the Lushai Hills then into Naga Land and Fort Hertz.  Tony continued in the RAF ending up as a Wing Commander.  Would love to hear from him.
Linda Cameron-Cadenazzi (16 May 2004) Any WWll colleagues Husband Mike who is a US Naval Cryptologist is being promoted to Lt Commander at 11am on 1 June 2004 at Bletchley Park and anyone who is willing to have a chat with him is cordially invited along.  Help make this a memorable promotion party.
Roger Hern, ex Op EW Ex-colleagues from army, Harestock, GCHY, Bletchley

Served for 25 years from 1960 to 1985. After completing A3 training was posted to 9 SR. Whilst there got detached down to 650 Signal Troop in Bahrain. Worked in a small area that had been tacked on to the end of the comcen in HMS Jufair, and lived in a block of flats that was named "Mercury Flats" on the main road out of Manama.

> Whilst at 650 Sig Tp was detached down to what he believed was 15 Signal Regt in Aden where he did an Arabic course and then went to the Radfan for a short spell.

> Since leaving Bahrain only ever come across one other who was there at the same time and this was the one and only Geordie Fisher. Next met up with him in Germany at Dannenberg where we were both serving in H Troop 13SR.

From H Troop returned to what by then was Comms & Sy Group (UK) where with Al Newman helped run the Special Task Detachment, which took him eventually down to the Falklands when Argentina decided to visit.

Bill Griffin The Stevens (or Stephens) family Robert Stevensl was a civilian attached to the Sigs in Cyprus for over 20 years. He befriended Bill and his wife in Famagusta in the 70’s. He thinks their home was in Taunton, and they their son’s Christian name was Grant. Would like to rekindle contact, so if you know of them contact the editor.

Set in the heart of Forfar, it was used, post-war, by MI6 running surveillance operations.

 

Since 1966 its radio mast has been used by the Scottish Ambulance Service.

BOOK REVIEW

 

 

The Secret Wireless War – The story of MI6 Communications 1939-45

By Geoffrey Pidgeon.

Geoffrey and his father worked for Section VIII – the special comms unit of MI6. He joined at Whaddon Hall in 1942.

Section VIII was formed in 1938 and handled some of the most important UK wireless traffic in WW2. The book tells of its formation, and the earlier days of the original SIS wireless “Station X” based in Barnes. The unit’s station at Bletchley is described in great detail, and it goes on to describe its replacement by nearby Whaddon Hall.

 

The whole story is well illustrated with many photographs that have not been seen before. This is one of the best-researched and most interesting books of its type. It is available, price £37, from the Royal Signals Museum – tel 01258 482 248 or email royalsignalsmuseum@army.mod.uk

 

 

FROM OUR PADRE:

 No one is forgotten. We realise that some of our veteran members may not be in prime condition due to age, and it may be difficult to gain a sense of belonging

  to  a national group such as ours. Our true affinities lie in three or four things; our shared experiences; our shared friendships; an almost subconscious sense

  of actually belonging to what is now going on, although we not be part of it; and finally, our innate commitment to a family of endeavour, which we can only fee

  in our hearts and minds. This feeling can be very real and enduring and is worthy of being valued.

 

Here in Loughborough we have a continuation of friendship in the Garats Hay Dining Club, greatly enjoyed by all who attend. Some are local; others travel long

distances, and stay the night with friends. Some do not join in such things because they have a valid reason of wanting to look forward and not backward,

 but in relation to the Garats Hay R.B.L. Branch I think it may have possibilities.

For myself, it is the continuing act of friendship renewal that is important. It may be that some of our Garats Hay RBL members could organise a small group locally, then no one would have to travel too far. Maybe they could enjoy a light meal together at any time of day, if night travel is difficult. This could help to integrate our members and avert feelings of isolation and loneliness. It only takes one member to kick-start it in an area, and I am sure names could be supplied which are somewhat local, or within striking distance. It is sometimes better to light one small candle than curse the darkness. I would hate to think that any of our members should feel isolated or alone, and I know that may be true of us all.   We regret to inform you of the death in August of Branch Member Captain (Retd) Alan Maxwell MBE. Alan was with Royals Signals on the SpecOp side.

 

  We have also been informed of the death of Major Keith Rothwell. As readers will recall, he was heavily involved in the setting up of Mercury Barracks in Birgelen.

  Living in Germany, Keith fought hard for the rights of overseas members. His contributions will be sadly missed.

 

 

  We also regret to record the death of Tom Barrett, of Bury, who passed away on 5th June.

 

  May they rest in peace
